The Cincture is a single polity, The city of Vindulan is divided into 6 districts, which vote annually for their representative on the High Council, and for their magistrates within their district. The provinces operate similarly, maintaining regular elections for their magistrates, but they instead vote to send a representative to the Lower Council.
